Player's can't seem to open the chest but the prompt is working.

Red Dead has a limitation of engine, which doesn't let the players interact with the chest model, if any other is too close. Just make sure to moderate the events when using the script, to make sure it's used as intended.

Why doesn't the chest open?

Another reason can be because you chose a chest model that doesn't have an Open Chest Prompt by game definition. It only works with chests that can be open in Red Dead.
